Fee Preparation Worksheets

Fee proposals must be submitted using the standard SI Architect/Engineer Fee Proposal format and adhere to the Title One Limitation Guide. Refer to the following:

  • Title One Limitation Guide, February 2020: this document provides guidance for the application of the 6% limitation to Title One Services required by the FAR 15.903(d) (1) (ii).
  • Profit Worksheet

An Excel work sheet that can be customized for individual projects and will detail and quantify tasks and sub-tasks required by the Architect-Engineer Scope of Work. The totals from any task list can be linked to Direct Costs (Labor) Work Sheets. Updated May, 2020 to align with updated Title One Limitation Guide.

An Excel work sheet that can be used to develop fully loaded labor rates using the base hourly rate and multipliers for overhead and profits rates. Although used in the past, fully loaded labor rates are not usually used for Architect-Engineering fee estimating.

  • Loaded Labor Rates Fee Preparation Workbook: this Excel workbook contains four worksheets:
    • Summary Worksheet, this worksheet totals loaded labor and other direct costs Labor Worksheet:, this worksheet calculates total labor per the hours allocated on the task list worksheet
    • Other Direct Cost Worksheet: this worksheet is used to estimate the other direct costs such as testing services, specialty sub-consultants, reproduction, travel, and per diem. Specialty subconsultants rates need to be submitted and approved.
    • Task List Worksheet: this worksheet should be developed to include all task listed in the scope of work and hours allocated for each task (sample task list is provided).

These worksheets are not linked within the workbook. The A/E is responsible for linking the workbooks.
